Tournament Stage Selection Screen Highlighting?

I am watching APEX and there are some neat highlighting and graphics for like "counter-pick" and "starter".

is this a custom build for tournaments or is there a way to turn this on in the official build?

It's custom for APEX.
There have been lots of these for big PM tournies, like Big House 3.
