Thanks!There are a few common rule sets that you will often see depending on where you go and how large the tourney is. Listing in order of how conservative they are.
Unity: Used for a while, used more often when MK is banned, used by the WHOBO series. Not sure if going to be used for 2013
Starter: Battlefield/Smashville/Final Destination/Lylat Cruise/Yoshi's Island/Castle Siege/Pokemon Stadium 1
Counterpick: Halberd/Frigate/Delfino/Rainbow Cruise/Brinstar/Pokemon Stadium 2
Apex: Used by the last 2 Apexes, pretty common rule set but I'm pretty sure this won't be used for Apex 2014
Starter: Battlefield/Smashville/Final Destination/Lylat Cruise/Yoshi's Island
Counterpick: Castle Siege/Pokemon Stadium 1/Halberd/Frigate/Delfino
SoCal 7: Used in SoCal and NJ afaik. Becoming a lot more popular in 2013.

Japan: Stage list used by rain at SRT, afaik this rule set is the most common over there, although they don't have a unified rule set.
