Top Tier Low Tier?

Thats more of a complicated question than you think.
All you need to know is that top tier characters have a better chance of winning their matches vs. the rest of the game's characters than do low tier.

If 2 people equally skilled fight against eachother, person A has Bowser (low tier) and person B has Marth (high tier), than person B (Marth) will win. The tier list is based not on the skill of the players, it's based on the odds of winning which characters have. It's possible to defeat a Marth with a Bowser, but that means the person who plays Marth isn't equally skilled with the person who plays Bowser. Then there are also counterpicks for every character, with Captain Falcon being the strangest in that case, since he has a pretty equal chance of winning against high-tier characters, but is countered by many low tier characters.
