What do you think that number is? I was watching Sandstorm and I believe I saw a game where Leffen hit literally every single tech opportunity presented. I also saw games where players hit all but one or two.

I guess my question is, is 100% tech for a game/match/set the goal? Is it sort of like free throw shooting in basketball where you should hit every single one but even the best players will miss one or two? I've seen high level players in tournaments miss four or five in a game, which seems unusually high.

Or are there situations where you wouldn't (stalling on the ground mindgame is the only one I could think of)?

Yea, sometimes you don't want to tech because the opponent may have a reaction you'd like to exploit, or you just plain ability to cover all your get-up options so you want to save them and bait it out or disrupt their momentum.

In melee though, not teching might be something you always want to do as rolls aren't that good and you can easily die if they have an inherent reaction to no tech.

So in the context of Smash Wii U/3DS, you should always hit the tech unless you're attempting to exploit an opponent who is giving you tells?

Mix it up, sometimes you want to tech, tech roll, jump, and sometimes you just want to hit the floor.

The techs you really want to nail down are stage spike techs.

Teching in Sm4sh is generally a good idea, especially if your opponent is good at jab resets.

I would guess it's probably about 95%. Almost all ground techs are trivial and no one ever misses them unless they simply don't want to tech. The trickier ones are stage techs, like for teching stage spikes, though these are a small percent of all techs, so you could only get 30% of these and still have an overall 95% tech rate or something.
