To answer your question, no. No such thing exists. Alot of stubborn people are trying to persist that one doesn't need to exist, as the PMBR intend to balance the game to a point which tier lists no longer become necessary, which is a futile effort.

One will definitely come about for sure at some point. The demand is too high, and the data will be overflowing as PM is being played more in tourneys in this year alone.
Three things in this world are guaranteed: Death, taxes, and a Project M tier list.
