What exactly does he mean?

Is there a place where you can suggest things for the game? I don't see a contact button on the site! Is this how people manage to get all these stupid characters onto brawl?

Many months ago, before the DOJO was revamped to become a daily blog, you could submit things you wanted to see in Brawl. I know you could submit character ideas at the very least. It also might have been Japan-only that could do this.

Regardless, this has come and gone, so you really don't have to worry about it anymore.
