I was watching speedrunner/smasher Cosmo's stream last week and he was playing with items on. First thing I did when I got both versions of the game was unlock all stages and characters and hit up For Glory. Since then I've only played with the competitive ruleset so I missed out on all the other content the game has to offer. I had no idea this Timer item was in the game (apparently it was in Brawl too). Grabbing it will slow everything about your opponent down. This includes their hitstun and smash velocity. I think there is a small chance it will backfire and you will be the one to slow down. Needless to say it almost ensures a KO for your opponents.
So on stream a Mario grabbed the item and I believe triple fair'd Cosmo for the ending KO. 1st fair to launch, 2nd fair to spike, 3rd fair to follow him down and spike him again for the disrespect. Looked pretty swag to me. I hopped into training mode to try it out for myself and it's pretty amazing the things you can do with this item. I've tried to come up with many different ways to "0 to death" with one Timer item use.
With you can start a combo with a forward throw, run past them and forward smash the other way, re-grab, up-throw, fair spike, fast fall and charge a down smash well before they can even get to the floor, and then proceed to spike them off the stage. You can even use the combo counter to see if you did it all in hitstun (though the counter is not always 100% accurate). The possibilities are plentiful.
If your opponent is grounded or close to the ground, can knee the opponent in place until the Timer effect wears off. You can up air combo someone into a spike and fast fall into a Falcon punch all in hitstun.
If you're bored I definitely recommend giving this a try in training mode. I have yet to try this with people, but if you do I would assume it would be Timer only set to Low.
