The Perfect Froslass

I'm convinced a Froslass will be the perfect addition to my team, in terms of typing, and looking at its moveset, there are some very tempting possibilities. What are your thoughts on what the perfect Froslass should look like? Should I just go for a straight sweeper and max out speed and special attack, or d'you think the Snow Cloak+Hail and possibly Double Team angle is worth exploring?

What kind of movesets and hold items would be good, as well?
