DDGyara is a huge physical threat to any team. Once Gyarados DDs 2-3 times, it's in sweeping position. Only Surskit resists Water/Ground/Ice. After one DD, you hit 364 Speed, outspeeding Starmie, Raikou, and Azelf at 361. You can use Stone Edge over Ice Fang, as then, only defensive Grass types like Tangrowth, Leafeon and Celebi have a chance at walling you. Stone Edge can also KO those other Gyarados and Salamence, but then you lose the ability to KO Garchomp. Return gets special mention, as Waterfall / Aqua Tail and Return hit all Pokemon for at least neutral damage except for three: Empoleon, Shedinja and Dialga.
Aqua Tail VS. Waterfall
Aqua Tail has 90 base power and 90 accuracy. Waterfall has 80 base power, but 100 accuracy. Waterfall may also make the target flinch. It's up to you, whether you want more power or more hitting.

Ground/Ice is good coverage, but if your team can otherwise handle Salamence and Garchomp, you can use Waterfall over Ice Fang.
This Gyarados is designed to switch into physical threats like Heracross and Garchomp. Since they can do little damage to you (thanks to Intimidate), they will switch. Then, you try to predict what will come out, and use Taunt or an attacking move accordingly. If you think something like Starmie, a faster Pokemon that threatens a KO, is coming, use Earthquake. If you think something like Dusknoir, a defensive, status-giving Pokemon, is coming, use Taunt. Use Dragon Dance at times between that, when you get the chance.
The EVs give Gyarados 384 HP, allowing for maximum Leftovers recovery. After a DD, Gyarados hits 334 Speed, outspeeding Jolly Garchomp. The EVs in Defense allow Gyarados to survive more physical attacks from the physical attackers it's supposed to switch in to.

A Gimmick Gyarados set. Gyarados' Special Attack stat hits an incredible 360, which allows sweeping. You can choose the weaker but more accurate, or stronger but less accurate, attack from each type.
COUNTERS
Basically, any Pokemon that has Thunderbolt and outspeeds Gyarados or can survive one of it's attacks is a good counter.
Starmie is a decent counter to all the sets. It can outspeed and Thunderbolt before Gyarados starts sweeping with Dragon Dance. Starmie resists Waterfall and Ice Fang, has good defenses, and has access to Recover. Bold, defensively EVed Porygon2 and Gardevoir can switch in, Intimidate it back, and threaten a KO with Thunderbolt. Bold Cresselia with Charge Beam can also work, and Uxie and Mespirit to lesser extents, although Uxie and Mespirit do get Thunderbolt over Charge Beam.
Defensive Tangrowth and Leafeon can survive some Ice Fangs and do some damage in return with Power Whip/Leaf Blade. HP Electric Slowbro can take Gyarados' hits and use HP Electric for the KO.
Gyarados counters Gyarados with Stone Edge. Salamence has Stone Edge and can switch into anything that's not Stone Edge or Ice Fang.
CONTENT SECTION
Gyarados is a powerful physical threat that can take some hits and dish them out as well. Anything not using an Electric, Rock, or boosted attack will have trouble taking down Gyarados.
A common tactic Gyarados users use is to have Gyarados and Electivire on the same team. Gyarados attracts Electric attacks, so if you predict one on Gyarados, you can switch to Electivire, who's Motor Drive will activate and allow sweeping. Jolteon with Volt Absorb also works.
