That would be a known AT for Wario called "Wectoring". Basically, it allows you to change Wario's Momentum to any direction at will, it's insanely powerful and (in my opinion) grants Wario bragging rights for the best recovery in the game.

Basically, during hitstun, hold up. Once hitstun is over, choose a direction, and enjoy, be wary though about how you use this. I've been using it in For Glory a lot recently, and have learned to control it, but without proper control...
