Like with a couple other fighters in this project, I don't have many changes to make to Pikachu. Just a couple minor general buffs to help him compete better against the top tiers, (and to ensure no drop in his tier position occurs).
Pikachu's tail no longer has a hurtbox (slightly harder to hit Pikachu, especially when it is crouching).
air speed: 0.9118 -> 0.925
Down smash (loop) angle: 170/90 -> 365 (will no longer knock the opponent back and forth, and will instead hold them in, making escape harder)
Down smash (loop) hitbox size: 4.0/4.0/2.8 -> 10.3 (one large hitbox instead of 3 small ones, same positioning as last hit)
Down smash (final) hitbox size: 10.0 -> 10.5
Bthrow angle: 135 -> 145
Bair (loop) hitbox size: 3.5/3.5 -> 3.7/3.7
Bair (loop) damage: 0.8 -> 1
