I can't believe this thread doesn't exist. Or rather I don't understand the new site's search function and maybe it does exist. #smashproblems

Anyway, I feel starkly alone in my undying support for the forbidden Pra_Mai of forbidden 7 fame. For those that don't know, in Brawl there exists unfinished data for a character named Pra_Mai. Now we don't know for sure who this is, but the Japanese names of Plusle and Minun start with Pra and Mai (or something to that extent.) Point is, it's pretty probably that Plusle and Minun were originally planned for Brawl. Were they going to act like Ice Climbers? Were they going to be a way to buff the oft overlooked Pichu? Were they going to bring representation to the under appreciated 3rd generation of Pokemon? I hope not that last one because frankly Gen III was by far the worst of the gens. But let's not start a Gen war here. Let's support the killer rodents.

Why could Plusle and Minun make an appearance in SSB4? Good question!

They were planned for Brawl. That alone puts them on equal ground with Roy and Mewtwo. Sure, Plusle and Minun don't have the same support that these guys have, but Sakurai wanted the little pokemans in Brawl as much as he wanted Mewtwo and Roy (arguably.)

Revitalize Pichu. Obviously Pichu was cut for being a stupid and ugly and nerdy clone of Pikachu, but it isn't far off to think that Plusle and Minun were the psuedo replacements of the little runt. After all, they're basically the same thing. Except one is blue, one is red, and they're both at least thrice as badass. Also, they were the Pichu of their generation, i.e. they were the Gen III mascots. Which brings me to my third point.

They were Gen III mascots. This is arguable, but they're the closest thing to Pikachu that Gen III has, and they kinda symbolize double battles, a feature that Gen III introduced. Now I know that we play as characters and not generations, but the fact that SSBM had Pichu, and Brawl had Lucario and intended to have Plusle/Minun suggests that Sakurai wanted every generation of Pokemon to get some love. Now it makes more sense to have a Gen V or Gen VI rep in SSB4, but gosh darn it give some love to Gen III (as sucky as it was), it practically reinvented Pokemon.

So that's my rant. Close this thread if another one already exists. Discuss Plusle and Minun here if I'm their first pioneer. Post movesets here and I'll add 'em to the OP.

¡Más y Menos, sí podemos!
That is the EXACT first thing that came to my mind after seeing the picture XD

Anyway, I think that Plusle and Minun could bring something good to the game, and would love to see them. I definitely don't think they should get priority over anyone else though as there is already a lot of Pokemon reps as it is.
