The best reason why Ness wouldn't be in brawl.

His down B would make him not effected by ANY long range attacks, including a long ranged attack from a final smash. Instead, it would get more health.

FS' it will not get affected by(that I know of):

Pikachu/Sonic (possibly since their almost both the same and their being projectiles)
Mario
Samus (untill she turns to ZSS and starts beating the **** out of Ness)
Pit (possibly)
Pokemon Strainer
Yoshi
Fox (if the tank doesn't hit him)
And possibly others

That's not the best reason, in fact it sucks and this is not the place to talk about Ness, in fact you don't even mention Lucas in your thread, Lucas can also do PK Magnet, so what's the expression? EPIC FAIL!
