I have never been to a SBB tournament though I would love to. What rules do they tend to use? Are they consistent with other tournaments? Are they ever in NY (outside of NYC)? For rules, I'm curious if they do stock or time, and whether they allow items or disallow items. Any rules that the majority of tourney's use?

These rulesets aren't exactly set in stone on what's most fair. It's open to interpretation. As host, you can edit some of the rules as you see fit.
A lot of tournaments these days are using the *Pound* 4 stage list (for Melee), which is:
neutral stages:

Yoshi's Story
Fountain of Dreams
DreamLand64
counter picks:
Pokemon Stadium
Brinstar
Rainbow Cruise
Kongo Jungle 64
