Do you think Sakurai and co. implemented this in order to gather data on the characters' battles? To see who is too strong, who is too weak and perhaps provide balance patches in the future?

I hope that's the case. This game doesn't unbalanced so far but that doesn't mean that there aren't characters out here who need an extra boost. Sakurai even once said that balances updates could be a thing even though it would take a lot of work.I for one think it's a popularity contest, but popular fighters are the more powerful ones, so I guess your assumption may be right.
What bugs?They should patch the buggy characters like Wario and Yoshi before worrying about balance.

Some of the battles online are recorded. Perhaps they also use that for reference.If they truly implemented Conquest Mode for the sake of balance, then I'm scared of the future patch, because if it's really the Conquest Mode purpose then they don't know how balance work.
You can't say "This character has won the Conquest. so he's more powerful than the other one !" it doesn't work like this.
If they truly want balance then they need to analyze match up of characters at very high level skill.
People don't understand that even if they beat Sheik with Charizard this means that Charizard is top tier.
