Tamagon Trophy?

I heard that the Tamagon Trophy was blocked out of the PAL version of Melee. I don't really believe it, but I haven't unlocked it on the NTSC or whatever it is. I also heard it could be unlocked with an Action Replay, but I'm skeptical. Is this true?

As far as I know it's also not in NTSC either. but there's an AR code that unlocks it, that's the only way.

Only available legitametly in the Japanese version due to the game it came from being called Devil World.
