Remember Cyber Dragoon from Beyblade V-Force. Those who do remember how bad A** and powerful he was. Honestly Smash Bros. is getting clogged up with Sword wielders and hand to hand combatants. Sure here and there, there are those exceptions, but there could be so much more variety creating so much more potential and depth to the game.
I digress, I used to be a hard core fan of the old Beyblade TV series and played Beyblade VForce: Ultimate Blader Jam on the GBA. And I feel that the newer beyblades would just seem too small to be fighter. But Cyber Dragoon could be blown up to the right size for a fighter without being too massive through keeping proportions because he is what I like to call a "double decker" Beyblade. Its ighting style would probably be to move quickly across the stage and spin into opponents similar to the little top that Rob uses And beyblades can even jump! So there would be no problem with that.
And finally, his final smash could be unleashing the Bit Beast Cyber DRagoon from the blade and wrecking havoc in its opponents. Dragoon was one of the most well known blades ever. Why not use his cooler evil twin instead? Give us some variety!

A spinning top would make for and interesting and refreshingly new fighting style.

I think it's already been established that Smash is looking primarily for characters that originated in a videogame, so I think Beyblade's already out.

That may be true, however, Nintendo has at least shown enough interest in the series to allow it to be published on the 3DS. With that in mind Beyblade is a long running series that Nintendo could benefit to exploit even more. So I think there is enough of a possibility to at least give it a try.

I dunno about calling that a display of interest. They've released a plethera of Barbie games on the NES, SNES, GBC, and even GBA, but that doesn't mean Barbie should be considered for smash. Aside from that, I don't imagine hardcore fans of Smash being nearly as hyped for a spinning-top dragon as they were for a long-requested character like Ryu, or a fan favorite like K. Rool or Isaac.

There are many problems with this but, ignoring the fact that Beyblade did not start out as video game series, Cyber Dragoon seems an odd choice when Dragoon is the main character. I see your point regarding the beyblade's height but do not think the beyblade should be the main character.

Instead, consider having the fighter being a slow moving and very weighty bit beast floating just above a light bey that damages on contact but can be hit back by projectiles and a well space disjoint. This way, the bey is of great importance but the character who does most fighting is Dragoon himself and we don't have to mess with the scale.
Cyber Dragoon could be an alternate costume.
