Smash 3DS Super Smash Bros. for 3DS modding - Should I wait for it to emerge?

Now that Smealum has released a working Homebrew with little to no errors for the 3DS (and even works on the latest update!), would it be possible to be able to develop mods, even small ones just like changing textures for Smash 4 in the forseeable future?

I've wanted to get into Smash modding for some time, but I'm stuck between modding for Brawl/P:M or waiting for Smash 4.
