I see a lot of people making this mistake when talking about how good they think a character will be. People will speak about a character saying, "They're really strong. They're definitely gonna be high tier", when testing around with a single character and exploring their moveset. However this is only looking at the one character, and forgetting about the overall balance.
What people are forgetting is that just about every character was made stronger. When the demo first came out in Japan, everyone was saying how great Mario was. Then, come release, he's actually starting to look more average. When every character is made strong, being strong doesn't automatically warrant a conceptual jump to tier placement.
Why is everyone doing this? Because they're comparing every character to their experience in the past games, and not to how the other characters are in this game. They're seeing how their character is stronger than they were before and not realizing the overall trend that the same applies to every other character. This is creating an over-estimation of how everyone perceives each character to be just because each character is stronger than they were before. Almost every character has an amazing recovery, but that doesn't mean every character has a much better recovery than everyone else.
With 51 characters in the game it's almost daunting to try and think of an overall tier list and actually take into account every single person. The meta is going to be very interesting in the first few months of release as we clear the waters and try to process all the information. There's just so much, and people are taking small, anecdotal findings as evidence of a larger meaning because it's just too hard to consider everything all at once. We're not going to see who's clearly best for a long time, and the metagame is going to evolve and bounce back and forth more than any other game before.
