Streaming from a wii in 60fps + highest possible quality help

I'm trying to improve our communities tournament streams as much as possible, we currently are using composite and some elgato capture card leading to 1)poor quality 2)gameplay/caster sync issues.

I want to get a stream setup with composite and hopefully no splitter required but was not sure in what capture card we should purchase, the blackmagic intensity shuttle is good however I do know there is a lot of driver issues associated with it.
Another possibility is getting a PCI-e capture card since we stream with a desktop. The only issue is I am not sure which capture card we should get to make the stream as quality as possible while supporting 60fps without being insanely expensive (300+), if anyone could provide some help that would be amazing.

edit: Do we need to find a crt that has progressive scan support instead of only having component input? Or do they come hand in hand.
