I think Sonic could be a starter.. I mean think about it.. Kids who see him as playable on the boxart will be eager to play as Sonic, so to make sonic an unlockable it would probably confuse smaller kids since they can't find him "right away". This is just my speculation, Sakurai could always go with his intentions and make all 3rd parties Secret.

Honestly, they already bought the game and opened it by the time they find out Sonic isn't a starter so it doesn't matter. Looking at it from a marketing point of view. Unless, of course, the starting roster is revealed.
