Stall is the way to go

The suicide lead. Anyone who sets up gets Taunted, then I lay Stealth Rock. If I'm facing a Lead Metagross I use Stealth Rock right away. Rock Slide for a little damage and the chance to Flinch. Earthquake for good coverage.

The Spin Blocker. It's a tank that spreads the status of Burn and Confusion. Gravity makes Will-o-Wisp have a 100% accuracy while DynamicPunch has 82%. Fighting and Ghost offer great coverage. Gravity deals with Bronzong who won't get hurt by anything else on my team. I shall try to keep him in to Pressure stall out the PP of strong attacks. I will do so by continuous confusion.

Stockpile makes Hippowdon a massive mixed wall. With one Stockpile, it'll be really difficult to take him down. Since I can heal myself with Slack Off, getting in another Stockpile will be easy, and then another one. I spam Roar to damage Pokemon with entry hazards and to shuffle them up. Earthquake to hit Rocks and Steels who won't suffer from Sandstorm damage.

The End Wall. The Sandstorm boosts his Special Defense by 50%. I use Knock Off to nerf opponents by removing their items, unless they are holding a Life Orb. I use Toxic to spray status. I predict the opponents move, and Encore any move that does not harm me a lot. Rest off any damage after the Ganlon Berry activates, and wait until Toxic kills the opponent, and/or the Life Orb recoil catches up.

EVs aren't very efficient, you don't need nearly that much speed. 136 and a +nature is enough to outspeed Azelf.
Ice Fang is bad. What do you do against Azelf? Jirachi? Metagross? Bronzong? Tyranitar?

Blissey is a terrible Pokemon and you are a horrible person for using it.

Gimmicky, but usable. Lack of a recovery move is bad for a stall team, though. Even Pain Split is horribly unreliable, I don't recommend using Dusknoir.
Toxic Spikes is the staple of stall teams, I highly recommend a Roserade lead, Drapion, or Tentacruel. Hippowdon can set up Stealth Rock.

I want to be as fast as possible. If I remove Speed EVs, where do I put them? HP? Adding bulk would make Focus Sash less valuable.

I guess I can change Ice Fang for Earthquake. Azelf will get hurt harder by Rock Slide anyway.

After any physical attacker gets burnt and confused, I'd say it's safe to switch in Blissey and pass a Wish. Therefore he gets recovery.

-Toxic Spikes is the staple of stall teams, I highly recommend a Roserade lead, Drapion, or Tentacruel. Hippowdon can set up Stealth Rock.
I do not use Toxic Spikes because I may lose my Spiker before it lays the second layer, so instead of increasing damage each turn, it's 1/8 of HP is not very threatening. If Toxic Spikes are used, then Pokemon who Blissey would like to be Burnt will lose that chance and instead will be Poisoned. I have two Pokemon who use the move Toxic anyway, which will also hit non-grounded Pokemon.

Taunt Gyarados ruins your team, as it can easily get up a Dragon Dance against several of your Pokemon.
