They don't. It's selected at random, so you're just unlucky. You have a 1/4 chance... I donno.

There is a 1/4 chance of your stage to be selected, but yea the stage chossing some do is just ******** and if you are unlucky its a stage like New Pork City and everyone keeps tuanting
