SSBB Banned Stages Tournament Ruleset

I'm working on an SSBB banned stages tournament ruleset as well as my SSBM one, here it is:

SSBB Banned Stages Tournament Rules
• This rule set only plays normally banned stages (read the title) (this includes the stages that are on CP/Banned)
• Each series will contain 31 1-stock games (to replay matches decided by tripping) (1 1-stock game for each stage, 1 for each player’s stage picks, there are 4)
• The stage order for before the stage picks is randomized (known as random series)
• Stage is always determined and known to both players before they choose characters.
• In the event of a game-deciding random-factor that’s totally unfair (Ex. tripping), that game in the set will be replayed.
• Items may be on or off, if on, The following are recommended to be off: Smash Ball, Assist Trophy, Pokeball, Containers, StarMan, Lightning Bolt, Stopwatch, Bob-Omb, Smart Bomb, Deku-Nut, Freezie, Hammer, Golden Hammer, Gooey Bomb, Super-Spicy-Curry, Fan, Ray Gun, Fire Flower, Super Scope and the rest are optional. If on it’s recommended to be set on high.
• This tournament uses a “Stall-Timer System”, in which both players have a timer that counts down when they’re stalling it stops when they do, be it rising pound or circle camping, when it reaches 0, he or she loses that game in the set.
• The stall-timer is set to 90 seconds (1min. 30 sec.)
• Running in circles on Temple or any other stage banned for this reason is stalling, and so is excessive camping (Wall-camping and Walk-off camping).
• Meta Knight’s infinite cape glitch is banned.
• Rising Pound, Stage humping and Luigi Ladder are stalling unless used for recovery. Rising Pound may also be used for stage maneuvering, but not to be unreachable.
• Custom stages are allowed as a player’s stage pick, the player may even make a custom for his or her stage-picks.
• Controller ports are selected by rock-paper-scissors in the event of a dispute.
• After the random series comes the player’s stage picks. The player may either pick an included stage, or make a custom stage.
• Best 16 out of 31.
• Double-Elimination
• In Finals, it’s a best 47 of 93 (3 x 31, each stage is played in a 3 1-stock game series).








The following rules are entirely Optional:
• Items may or may not be on depending on regional philosophies and the discretion of the TO
• Color-Blind rule, in which if someone is Color-Blind, they may be given priority to the color-pick.
• If one of the entrants is deaf, he may be able to ban 75m because DK appears with little or no visual warning, it’s all sound. (And he may be able to decalare that any stage with hazards that offer mostly sound warning be played in fixed camera)
• Dedede’s infinite CG may be banned at the discretion of the TO (the infinite one, it’s completely unfair against DK, Bowser, and a few others as it can’t ever be escaped by them, it’s also a major part of the case against several of these stages).
• Walk-off infinites may be banned at the discretion of the TO, (Ex. Dedede infinite CG, Ice Block infinite, not counting Laser-locking because it can’t realistically be done against anyone with a decent amount of skill), because these are a major case against many stages, Wall infinites don't count because you have to push them into a wall first, which your opponent can avoid. (unless it stems from a walk-off infinite)
• The Mages DQ rule may be used in the event of tardiness of one of the players. It’s recommended to have some rule for this, the Mages DQ rule works, there are many other ones too.
• There may be time in-between after the stage is announced for players to study it for deciding their next character. This is especially vital for custom stages.
• The TO may make modifications as he or she sees fit
• The ruling on simultaneous Kamikaze’s is up to the TO (Ex. Suicide klaw, Ganon-cide, these are 1-stock games) (I recommend to make them auto-losses or in a clash to repeat that game in the set)
• The TO decides whether or not to use Slob-Picks
• The TO may decide to use or not to use the No tripping code and Debug Menu (not found yet)


Notes:
• This rule set is NOT meant to be copied and pasted, but to be edited by the TO accordingly
• The TO may decide to change these rules as he or she sees fit, it’s his or her tournament
• Anything that’s illegal when minors are involved or illegal period should be prohibited.


This is still a work-in-progress, if you have suggestions on how I can improve this ruleset, please don't hesitate to post them. I am open to suggestions on this matter, but I would like that they would be about how you think it should be done and not about if it should be done. The point of this tournament is to give the people who disagree with the ban-list their own competitive tournament-scene instead of wrongfully labeling us as Noobs. People who agree with the ban-list are still welcome in this thread, but their comments should be about how it should be done. I don't want to hear any comments like "banned stages are for Noobs" or "this idea stinks", if you don't like this idea at all, then you don't have to participate.

The main things I need help editing are:

A rule for wario ware inc. so that it can't give games entirely due to luck, or a counter

The tripping rule, I need to reduce it's exploitability, otherwise the player that's losing by a long-shot can intentionally dash-dance and trip then complain (that's when using Ice Climbers).

The deaf rule, we can't discriminate against deaf people.

Where walk-off infinites and wall-infinites should stand.

How to make the round number more practical.

Anyone with suggestions should comment.
