Mostly online, but there are some SSB events at major tourneys.

and to answer your question, there are not many local tournys for ssb64 any more, some melee tournys have alternate ssb64 ones with them but dont get any advertisment, the majority of ssb64 tournys willl happen on EGX or with a group of friends who have nothing better to do.
