Squirtle side- B not working

I have pm version 3.5, my squirtle's side-b can not change directions or aqua jet. when I hit up B during side B it just cancels the side b. just as a note the new squirtle skins do work.
I have the brawl disk but my sd card is too big for nonhomebrew, so i believe i have homebrew version.

Basically the PMDT removed Squirtle's turnaround because it was a "mindless approach tool". You may now have to stick to other squirtle's moves to approach or cause damage.
