Spikes vs Meteors

What determines if a character gets a spike vs a meteor smash in their moveset, or if a character gets one at all? It seems like most characters have meteors, and fewer characters have spikes.

Functionally, it's a matter of launch angle, and thus whether or not, and how, they are able to recover from it. As for determining who deserves/needs/gets which from a balance perspective, I imagine it's a matter of if it's "needed" for the PMBR's vision of how each character's fighting style will work.

Also determined on who had them in Melee and Brawl and balancing those choices out too.

I understand the difference between them. but I was wondering if their was some overarching design philosophy attached to the assigning of spikes/meteors, or if it was purely character specific design philosophies.

People get spikes based on how overpowered they were in Melee.

Meteors are better for combos, spikes are better for killing. Neither one is objectively better.
Whether or not a character gets one or the other depends what they are meant to use it for.

Meteors knock you straight down giving you that lovely bounce (C Falcon) wit hall that hitstun to combo into other things. Spikes tend to just slam you into the stage and come off at an angle. Meteors also tend to kill when hit on grounded opponents. Ganondorf..

I find that Dair meteor awkward to land. Maybe I'm just too much of a grounded Roy I'll use his Nair and Fair for days but I find it hard to sweetspot that meteor. Marth spoiled me

It's totally awkward. I made myself get used to it.

If you get a grab on the edge of stage facing away from the blast zone, and then up-throw into short hop/jump depending on damage into dair it's glorious.

Unless you miss the meteor. :p

Dtilt can often be followed up with sweetspot dair for the sickest tech chase setup.

Play style. Like C falcom dose not need a spike (Even though he has the nipple spike) be cause he benefits greatly from his meteor smash bounce followups. If that was always a spike, His options would be less onstage. And common.. Who does not love C Falcon's combos. They are just so epic. SO I just think it all comes down to their play style. Falcon has the Knee. Why would he need a Spike?

IE spike normally spikes at certain angle (not meteor-cancellable), but if you DI it so you travel vertically, can you now meteor cancel the move?

Nope. It's determined by the original angle of the move. Anything that sends between 260° and 280° (270° is straight down) is a meteor and can be canceled regardless of DI, anything outside of that can't be canceled, regardless of DI.
