Sonic should have the lock-on thing for his Homing attack.

No because it seems cheap especially against Spacies it means if Sonic has this Spacies are automatically dead if their off stage

Nononono, it wouldn't change the attack, it would just be an aesthetic change, marking your opponent as you use the homing attack.

The mechanics of the attack likely wouldn't allow it, or more aptly, it'd be horrifyingly annoying if there was some sort of visual element. Because the attack only locks on when the attack fires, the game doesn't actually 'lock on' to anyone until the frame before it fires.
When Homing attack fires, it finds the closest available target to Sonic the frame before and goes after it, if there is no target(out of range/invincibility frames), then he fires as normal. The game doesn't actually 'lock' on to anyone during the start up.
