Some very nerdy questions about CRTs and graphics cards

Hello friends! First post! I'm having kind of a strange problem that I'm hoping somebody more savvy than me can help me out with.

Basically, my goal is to play FM netplay on a CRT tv using a graphic card output from my PC. From what I've researched, this means I'll need a composite (RCA) compatible output on the card, or at the very least, a composite signal that I can run through a compatible adapter and plug into the TV. My plan of accomplishing this was to buy a separate graphics card dedicated specifically for playing melee & use it separate from my GTX 1050Ti, as my 1050Ti I'm currently using only outputs digital signal, and running the signal through any kind of analog converter would result in too much delay suitable for gameplay.

I have a CRT TV with composite RCA inputs, as well as an S-VIDEO input.

My problems are:
the only free PCI-E slot I have on my mobo is a 2.0 x1 slot, which severely limits my GPU options
I'm kinda broke :'(

My questions are:

If I bought this:

Could I run the signal through a standard S-video cable to the CRT TV? And if I could, would the card be beefy enough to run the game? I tried looking up the specs on the gamecube GPU, and I think it'll be enough, but I could be very very wrong. My CPU is a quad-core AMD Ryzen 3 1300X, 3.5 GHz, but from what I understand, the dolphin emulator doesn't utilize more than 1 core. Also, would there be any driver/whatever issues with having an ATI and Nvidia card simultaneously? It will be used strictly for melee on a separate monitor and nothing else.

OR, instead, if I bought this Nvidia card:

then ran the VGA signal through this adapter, and into the CRT TV:

would that work? I understand that the card has to support TV-out in order for the adapter to work, but couldn't figure out how to tell if the card supports it or not. Is the signal automatically converted to NTSC?

I know that a great option would be to buy a CRT monitor with a VGA port on it, but I've been looking around at local thrift shops/craigslist for about a week and haven't had any luck finding one :\

CPU: AMD Ryzen 3 1300X, 3.5 GHz
RAM: 12GB DDR4
GPU: GTX 1050 Ti
