Some codes not working

Hi, I have a little problem

I have a PAL console but a NTSC copy of brawl, Ive been trying to get some codes to work like CSS and File Replacement codes, they dont work at all, BUT other NTSC codes like unrestricted camera, unlock all characters DO work.

Do you think its because im using a PAL Wii with a NTSC game?
