soft up a

as mostly a pika player, it is important that I can use the soft tail whip up a on the ground for juggling and combos. I am using ps2 controllers with emulators and the analog doesnt respond correctly. is there any way I can press up a on the digital and do a soft non smash attack?

Yes since it's possible on the Keyboard.

You have to preform an action (Ie. a roll), and during that action hold upwards. When the action is finished, you will be standing still and holding upwards, allowing you to do up tilt attacks.

i have another question. I am reasonably good at ledge guarding with pikachu by jumping out to a them on their way back. however, i play a fox player that will always do his foward a air spin kick as i go to kick him. is there any remedy?

similarly, there are other opponents that have seemingly overriding moves available on their way back that stop me from kicking them.

You have to use the analog stick to use tilts on command. Smash was built for the analog stick, not the d-pad.

With Pikachu, just time it so that you bair them on the lag of their attacks. Also, since Pika's bair has invisible hitboxes slightly above and below his foot, you can go above or below the opponent and use bair then. Or you could always use a uair.
