So is the release build the same build that was showed off at E3? Or is it a new one.

Too me, when watching the game looks faster and more fluid, less start-up on the frames, etc. Can anyone clarify?

Streams say it's much better than what was at E3. More fluid and just better feeling

No, Nintendo stated multiple times that the E3 build was not final and that the full game would be different.

Just watch the E3 smash invitationals, I'm sure Sakurai mention it multiple times during them.
