So I tried it, and it actually works! Essentially, it's a team harnessing the power of both Hail and Sand Stream. The team is quite fluid, and covers it weaknesses very well. Anyhow, here's the team:

Abomasnow @ Leftovers
Snow Warning: Hasty (+Spd, -Def)
124 HP, 36 Attack, 240 Speed, 72 Special Attack, 36 Special Defense
Blizzard
Substitute
Focus Punch
Leech Seed
I have to admit.... I've had some strange EV spreads, but none of them compare to the genius of this! Maximum HP recovery, 2HKO's Max HP/Defense Blissey w/ Focus Punch, 2HKO's Obi's Skarmory with Blizzard, and can safely drain anything's HP with Leech Seed and Substitute. Nothing except a Liquid Ooze Tentacruel can safely wall this.

Hippowdon @ Leftovers
Sand Stream: Impish (+Def, -SAtk)
252 HP, 12 Attack, 224 Defense, 20 Special Defense
Earthquake
Ice Fang
Slack Off
Stealth Rock
Ground/ Ice has good type coverage, along with hitting those pesky Dragons that could otherwise wreck through my team. Stealth Rock helps with all the residual damage I'll be doing, and Slack Off for recovery.

Mamoswine @ Chesto Berry
Snow Cloak: Adamant (+Atk, -SAtk)
156 HP, 176 Attack, 176 Special Defense
Ice Shard
Earthquake
Curse
Rest
My only hard-hitter on the team, this is a beast when it sets up. It can also revenge kill Dragons, if necessary, with Ice Shard. It also works perfectly with Curse's Speed drops. Chesto Rest for when your HP gets low, and Earthquake for good coverage and STAB. Get's horribly walled by Bronzong, however.

Tentacruel @ Leftovers
Liquid Ooze: Calm (+SDef, -Atk)
252 HP, 84 Defense, 36 Speed, 136 Special Defense
Surf
Sludge Bomb
Toxic Spikes
Rapid Spin
My Toxic Spiker and Rapid Spinner. Surf for STAB, as is Sludge Bomb, and it is for opposing Abomasnows, which my team couldn't handle without it.

Vaporeon @ Leftovers
Water Absorb: Bold (+Def, -Atk)
252 HP, 224 Defense, , 4 Speed, 28 Special Defense
Surf
Toxic
Wish
Roar
Wish passer and phazer. Some people may go "wtf, are you on crack?!? whatz with toxic+toxic spikezzzz!!!!11111[insert more 1337 stuff here].
The point is to knock off those Gyarados and Cresselia's who are immune to the effects of Toxic Spikes, along with some others. After maxing HP, I just made the defenses even and put the 4 in speed to out roar other Vaporeons(who would wall me with Water Absorb).

Zapdos @ Leftovers
Pressure: Bold (+Def, -Atk)
252 HP, 68 Defense, 136 Speed, 52 Special Defense
Bold nature (+Def, -Atk)
Thunderbolt
Drill Peck
Rest
Sleep Talk
My mixed Sleep-Talker. This thing can be a pain to use sometimes, but with its excellent typing and stat distribution, it can get the job done. Breloom can't do crap, and neither can Yanmega. Can switch directly into CB Heracrosses, even with a Hail/ Sandstream going, take two hits, and OHKO back with Drill Peck.

________________

And that's how the team works! I will add damage calculations later, along with a more thought out explanation for all the moves and EV spreads. I will also provide a threat list.
For the biggest con of this team: I have no Ghost, Dark, or Dragon resist, but it hasn't proven fatal yet.

No ice body or snow cloak, only 1 blizzard, and no rock pokemon to take advantage of the sp. def boost, the question is why bother making this a weather team at all?

Mamoswine has Snow Cloak. Any 2nd rock types would add too many grass, water, and fighting weaknesses.
Using two different weathers on a stall team is genius: I can use hail against any sandstream team, and sandstream against any hail team.
And look at Obi's stall team: he has nothing that abuses sandstream, and only two immune to it. He, like me, uses it to neutralize Leftovers recovery on the opposing team(and it also causes hell on any oppoding weather team.

Nice team, just watch for Taunts attempting to own Vapor.
Taunts shouldn't be a problem: I usually don't use Vaporeon against Gyarados's(the most common Taunter), anyway. Zapdos can take a DDed LOed Max attack Stone Edge and OHKO back with Thunderbolt.

2 auto weather inducers just don't work well on the same team.
Howso? Abomasnow always creates Hail, so it's not affacted by Sand Stream. Hippowdon creates Sand Stream, so it's not affected by Hail. Mamoswine isn't affected by either or, and the the other three don't care whichever one's out. In fact, the only preference for either weather is Mamoswine's ability, Snow Cloak, and I don't rely on it anyway.

you might want another hard hitter in there

i'd go with glaceon just cause that things hits like a MACK TRUCK

and has snow cloak, which is good

but overall, seems like a very good team

i'd rate it a 8/10

Yeah, CS Blizzard does hit hard, especially with STAB and her special attack.
But she just wouldn't work well enough when it comes to walling. At least Mamoswine can set up on Blissey's with his Electric immunity. Glaceon just doesn't have enough opportunities to come in. Her Fire and Fighting weakness's aren't welcome, either.
I'm not saying the team is a 10/10, but could you state a reason as to why it lost those two points? Possibly a Gengar weakness(unlikely, Zapdos can move in on CS Shadow Balls and take Hypnosis's, and can switch into Tentacruel for the hit, then move into Mamoswine for the Thunderbolt. By that time, they've taken ~17.5% from hail, allowing for the quick KO with Ice Shard on most Gengar's).
