Yeah this was a thing.

Nintendo hasn't mentioned it in A WHILE.

Have they forgotten about it or is it just rip in pieces?

Hey, I've did forget about it. I actually thought it was just Tournament Mode like Melee and Brawl, but Online Tournament.

Given how Mario Kart 7 & 8 handle communities, I'd be shocked if Nintendo were to remove the online functionality of Tourney Mode.

yes, it's been a thing for a while. It doesn't have to be with friends, it can be with anybody.
