So custom moves are legal now?

Apparently custom moves are going to be legal at the Evo tourney? Is this true? If it is then I'm wondering how they allowed that decision to pass, arn't there quite a few really crazy custom moves out there? I'm not entirely against it because I think it will add entertainment value and a bit more variety to competetive play, but It is an interesting choice nevertheless.

I think the basic mentality when establishing rules for tourneys is: legal until proven overly advantageous, unfair, or unpredictable. This is why certain states are legal and others aren't. But when you look at customs, they only open up new opportunities and possibilities for players. There's nothing to say that they cause an unfair advantage, so why not? And besides, how are we supposed to know if they should be allowed or not if we never try it?

Custom moves have always been legal, because it depends on your state or local scene to include them into tournaments or not . Just because a big body (like Evo) allows them doesn't mean it will be legal in every state from now on. People have complained over and over again about custom moves mainly because of logistics (unlocking every custom is a time-consuming task, but players like Amazing Ampharos close that gap through 3ds-> WiiU setup) or that there are BROKEN customs (how will we know if there isn't enough data yet to prove so?). Customs are a great addition to Smash 4 because players will finally stop comparing it to its predecessors and give characters access to better special moves than their default.
