i'm new to the competitive scene but out of curiosity i wanted to kno if in competitive smash is it mandatory to have the jump on the analog stick on or is a preference thing or dose having it on bring more mobility in a way ?

Control scheme is 100% personal preference. When a match starts at most tourneys, you are given a moment to make sure you have the ability to play to your liking. Custom IDs are usually allowed, though you may run into the issue that there may not be space for your ID on some units. It's also possible that a custom ID for 'most used' configurations already exist, like tap jump off or c-stick to attack. Check with the TO on what they already have, and any rules in place should they be the exception.
