At 16:40 http://youtu.be/7xUWnQu2Grs we see Fennekin use a fire attack remarkably similar to PK Fire. My theory is that this fire attack was created for Ness then borrowed for Fennekin.

I did but those didn't prove Ness was a character. They could have been in without an Earthbound rep or with a different rep such as Lucas.

So you're saying a move used by a POKEMON has a higher chance of confirming a MOTHER representative than items from said series, that were only included after these character's inclusions?

Look for the Ness thread. Also I kind of agree with the other posters in that the Mr. Saturns and Franklin Badge already confirm at least Ness.
