I uh... successfully transferred hacked equipment from my 3Ds to my Wii U. Does that count?

That's fine, just trying to find a way to practically mod this game like brawl.
The tools aren't publicly available and the process isn't as simple as how it worked for brawl.

"Aren't publicly available"? Do I sense some Nintendo paranoia? I wonder how much they'll care about the Wii U's security once it's replaced by the NX...

Personally, I'd love to see some actual balancing via hacking, but I don't think making another Project M is the way to go. I'd kinda want to bring back a more 64-esque feel, high hitstun, but combine it with increased vectoring so 0-deaths would be difficult.

Still, this is all just speculation. We may not even be able to make mods at all.

Personally I've thought smash 4 could benefit from an assist system like UMvC3 And Skullgirls

No no it's nothing like that. It just that the current methods for hacking aren't user friendly nor readily accessible. The Wii u can be patched on a whim nullifying any exploits as opposed to the Wii with brawl. As of now, currently your Wii has to be set on a certain firmware and the data is essentially rewritten / patched into your game.

When the tools are complete, users will more or less patch their data through external servers. Something along those lines.

Well, that's something of a relief. There is actually some hacking progress on 3Ds smash; I'm wondering if, since it's possible to transfer hacked equipment from 3Ds to Wii U (as long as the positive/negative/range values are valid), one could sneak hacks into the game that way.
