Simple question regarding editing Internal Constants

Is it as simple as adding a code to one's GCT; e.g. for changing the Franklin Badge's reflect speed multiplier to 2, adding the code 40B884A0 40000000?

You are very close with that one. It's 04B884A0, not 40B884A0.
