Should there be a different starting roster depending on the version?

Alright, I'm going to try to explain this best I can:

As we know, the game has two different variants, one for Wii U and one for 3DS, with the same roster. However, the question is if the starting roster will be the same.

Imagine that there's a cast of 53 characters (assuming all Brawl veterans return, plus Mewtwo, and I know this is an unlikely number but it's an example). The newcomers are:

37.Villager
38. Mega Man
39. Little Mac
40. Rosalina & Luma
41. Wii Fit Trainer
42. Ridley
43. King K. Rool
44. Mii
45. Pac-Man
46. Palutena
47. Shulk
48. Dillon
49. Takamaru
50. Isaac
51. Tingle
52. Waddle Dee
53. Chrom

Now, what if, depending on the console appearances of said characters, changed their unlockable status depending on the game type? For instance, in the Wii U version, we might see Wii Fit Trainer, Little Mac, Rosalina and Shulk, characters usually exclusive to home consoles, as starters. But in the 3DS version, where they aren't as prominent, they could be unlockable. And vice versa, characters like Dillon, Isaac, Chrom and Palutena, who are prominent on handhelds, are starters in the 3DS version but unlockable in the Wii U version. This can apply to veterans as well. Characters like Ike, Ness and Olimar, who have home console appearances, are starters in the Wii U version but not in the 3DS version, and Lucas, Marth and Mr. Game & Watch, are prominent in handhelds but not in home consoles, are starter on 3DS but unlockable on Wii U.

Of course, there would be some neutral characters, such as third-party characters (always unlockable), main characters like the Original 8 (always starters), Luigi & Jigglypuff, and characters who are as prominent on both like Villager, Ridley and Mii. But it's an interesting concept. Would you want this implemented? Or is it a bad idea?

I actually can help with this.
How about instead of different unlockable characters, they differ in the challenges (or, the ways you get said characters)?
That way, it can fit for both versions, taking advantage of their elements.

For example, Palutena.
On the Wii U, you could unlock her by playing "Palutena's Temple" a certain number of times.
Well, the 3DS doesn't have that. So instead, maybe you'll unlock her through an event.
Or beating Classic/Adventure mode with Pit.

Maybe there wont be unlock able characters any more as that concept is obsolete for a fighting game in 2014.

Nah, I doubt they're gonna take out the Challenger Approaching thing just to keep up with trends. It's iconic to Smash, you know?

But.. It makes the game so much more fun... Worst part of Injustice was that everything was unlocked right off the bat
