In the series, there are two types of Belmonts, the traditional ones who use raw strength, and the newer ones that use more magic. Simon never uses Grand Cross in the series(except for in Judgement, which doesn't at all count), and even if he did, he doesn't use magic so it doesn't make sense to give him the move. The greatest replacement would be Rosary, a trinket that (in the games) destroys all enemies on the screen with a blinding light.

Simon uses a ton of moves that he never used in any of the games.

It's fine. He and Richter are hybrids of each other.

I'd be fine with that. Either that or giving Richter Hydrostorm. Differentiating the Echoes in more aesthetic ways is always pleasant.
