Short Hop Double Laser VS Short Hop Laser Fastfall

Which one is faster if you are playing against a short character that the SHDL wont hit?
Or I could be wrong and the way you hit short characters with SHDL's is you shoot the first laser later...

SHDL hits even a crouching Puff, there's nothing SHDL won't hit afaik.

Double lasers will cover more options and have more chances of hitting. Basically just do double if its safe to do so, do single if its not.

It really depends on the matchup. If you're facing characters who can cover large distances relatively quickly, it's probably more advantageous to just short hop fast fall laser. At worst, you lose maybe 2-8 % depending on how long he waits to approach you. At best, you gain time to take space or react better to what your opponent throws out. Of course this all depends on both your opponent, the matchup, the space, and your reaction time. Lasering is a commitment, and while it may not seem like much, you should be careful when you do it and pay attention for whether you should double laser or fast fall one laser.

Also, one more question: If the first laser doesn't hit, Short Hot Laser Fast Falling, would be more efficient, as in fewer frames than SHDLing, right?
Depending on the character, yes.
