No, there would not be three Sonic characters, because both Sonic and Tails would come before Shadow, and other third party characters would come before the latter two.
And, I don't think Third Party characters will be assist trophies, because Nintendo doesn't need to spend the money just for that.
And Impa is not original enough and wasn't a major character in Zelda games, but she does have a very slim chance of being an Assist Trophy, I guess.

Shadow he would be awesome ONLY IF he didn't have a gun... Why do people think that if he gets in brawl he almost definitely has to have a gun? Because of Shadow The Hedgehog the game? I don't think so... he has much better moves than guns such as his chaos control power

As for Impa, she could become a pretty good assist trophy along with the other sages from OoT.
