SBC for Running Dolphin Melee?

I am looking for a single-board computer (SBC) that can run Dolphin Melee at 60 fps with little frame or input lag. If I could get actual products or specs for the minimum requirements, that would be awesome!

When you say single board computer are talking about a computer that has a screen as well as all the components housed in the same casing as the screen? An All-In-One unit perhaps?

Then you're probably not going to find what you're looking for. For running Dolphin you pretty much need a modern Intel processor from the Core series or AMD's Zen when it releases next year. As for input lag, the monitor you have matters here more than anything else though there is some inherent input lag that comes from having to use adapters to plug your controller in that you can't get rid of.

Ok so the only problem here is running Dolphin. See first thing to note is that I am doing this as a programming project such that I am trying to develop portable melee. I want to be able to slip the SBC into my backpack and when I want to play I take it out. All it will be running is melee and nothing else. That is why I am going this route. I personally think that the problem is the graphics card or something but I think you can help me a little more with that. (and btw, I respond very quick so hope we can have a easy back-and-forth conversation)
