Saffron City always selected in Random stage select screen!!!!

every time I load PM Saffron City is selected as a possible random stage and PS2 is not, is there a way to alter which stages are selected for random permanently? currently I have to change it every time I load PM.

[edit] through reformatting and reinstalling several version I've discovered the problem only occurs when I use @SOJ s paragon build

Yes, through reformatting and reinstalling several version I've discovered the problem only occurs when I use @SOJ s paragon build. I'll edit my original post to reflect this.

Yes, the problem is that I have to do that every time I turn on PM. as if something in the code form @SOJ paragon build is altering the stage select every time it loads.
