Rising pound?

I've noticed the rising pound move is banned in tournaments so what move is that? Lol I don't know the names of the moves

Pound jigglypuff's forward-B move. You can make it rise by angling your joystick up during the first 12 frames (1/5 of a second) of the animation, just before puff's fist goes into full, hitting-you position.

Also, rising pound is not banned in tournaments, using it to stall is.

Stalling in general is banned, although I have never actually seen anyone called out for it.
