Rising cyclone issue

I've been using a 2gb SanDisk sd for P:M most of the time I've been playing the game and I read that rising cyclones are supposed to be fairly easy, well while I was messing with Luigi I only just realised that when I use cyclone in the air he falls straight down or if I mash hard enough, he stalls.

So does anyone have any idea of what is going on? I've tried replacing the files and reformatting it a few times and it never works.
