Reverse Engineer PAC file

Found this interested GFX edit for Falco where Fire Bird looks like so:

But when I open the .pac file in PSA and compare it to the vanilla .pac file, I see no different values in Falco's UpB.
Is there more to it; I'm completely lost.

if you open it in brawlbox, it looks like he just replaced eff_falco_fireA inside ef_falco\texturedata[0]\textures\ with a blue texture sheet

Check also ef_falco tree for the list of the effects in brawlbox. In each of these graphical effects has their particle folder inside where you can edit the color. Some parts of the effects gets edited.
