The Resident Evil 4 Merchant.. He'd be an awesome third-party character and has a high chance. He has a high popularity (spoofs everywhere), and universal: there are merchants everywhere after all.

Moveset:

B: Whaddya buyin'?
B>: Strangah..
B^: I'll buy it a high price..
Bv: Whaddya sellin'?

Final Smash: The Merchant flings his goods all over the screen.

The sad thing is, I could see him as an AT. He'd start throwing around Super Scopes and blasters , and money could fall from the sky

Leon would be better but I dunno if these two guys would have a chance in Brawl. They'll probably be an AT or something else only IF they are in.
