Mario's Cape, Pit's Shield ,Fox,Falco, Wolfs' Reflectors,Marth,Ike,Roy's Counter.

When a projectile is shot at Mario/Pit/Fox/Falco/Wolf how much damage is sent back to opposing player? Lets say 5% would it be doubled and be 10% or will it just send the 5% damage?
When u attack Marth,Ike and Roy and they counter how much is return to attacking player? Lets say 5% would it be doubled and be 10% or will it just send the 5% damage?

Depends on the move itself. Different reflectors have different multipliers for damage and speed o the reflected projectiles, and different counters have different damage multipliers and minimum damage numbers.

Neither here nor there
Roy's counter is 1.5x damage (no minumum), Ike's is 1.3x (minimum of 10% damage) and Marth's is a flat 7% damage no matter what. Each counter also varies in startup and active frames (Roy's is the slowest/hardest to time, Marth's is the fastest/easiest, Ike's is in between)

IIRC, Wolf's reflects the projectile back at a higher speed but I could be completely wrong about that.

Not to be the copy-paster lame-o, but here's a nice chart for quick reference. The data is for Melee/Brawl, so I'm not sure what discrepancies there may be between them and their PM counterparts, but it's good for at least getting a general idea of how much each reflector tacks on to speed/damage.
